Innovation in Germany: Regions Are Moving Closer Together

Where does innovation originate in Germany? Our latest analysis of submissions to the German Innovation Awards shows that, while regional differences remain significant, the gaps are narrowing. Germany is becoming more homogeneous in terms of innovation without its leading states losing their position.

North Rhine-Westphalia continues to lead the way, accounting for 22% of all innovations – almost one in five ideas originate from the west. Close behind are Baden-Württemberg (19.5%) and Bavaria (19%), two federal states that have narrowed the gap with the leaders. Hesse remains in fourth place with just under 10%, while Lower Saxony follows closely behind.

The states at the bottom of the list are Saxony-Anhalt, Brandenburg and Bremen. Their share in 2025 will be less than one percent each, placing them well behind the strong regions in the west and south. The figures clearly show that some states contribute very little to nationwide innovation. While the potential for innovation exists, it is not being activated to the same extent as in the leading regions.

Top 5 federal states by share of innovations (German Innovation Awards 2025):

  • North Rhine-Westphalia – 22 %
  • Baden-Württemberg – 19,5 %
  • Bavaria – 19 %
  • Hesse – 10,5 %
  • Lower Saxony – 5,7 %

Innovation can happen anywhere. The key factors are networking, infrastructure and the ability to showcase ideas. Germany is clearly making progress in this area, and the innovation gap between regions is narrowing.
